Psalm 123 The LORD Transcendent And Immanent.
The psalmist looks to the One alone who is transcendent and sovereign over all, to visit him and the people in mercy, in the midst of their distress and persecution. Only the One who is the all-transcendent One is able to intervene in their situation, and so he pleads for mercy. It is a relationship of servants to their master, or a maid to her mistress. It is a covenantal relationship wherein the vassal seeks the help of the sovereign LORD of the covenant (Cf. Pss. 11:4-6; 25:15; 115:3; 141:8). Those who know they need mercy, are contrasted with those who are proud and filled with scorn and contempt for those who thus look to the LORD.
